Somalia Threat Monitor 29 January 2025

Overview

Puntland Forces have conducted large-scale operations against ISIS, reclaiming key positions and detaining over 300 foreign nationals suspected of ISIS links. Security has been tightened, with new measures to register entries into the country and restrict unregistered SIM cards. Over 100 Ethiopian migrants have been deported due to recruitment concerns. ISIS has intensified propaganda efforts, but its battlefield claims lack verifiable evidence. Reports suggest internal rifts, with foreign fighters favouring IED and drone warfare while local elements push for direct combat. On 24 January, ISIS-Somalia claimed three attacks in Bari, including ambushes near Balli Tadan that killed two Puntland soldiers and a roadside IED targeting Army Commander Fuad Hanaano. Despite avoiding direct engagements, ISIS continues to rely on ambushes and explosive devices. Pro-ISIS media claim to have killed 145 Puntland soldiers, though this remains unverified.
